A New Jersey certification is required for any professional staff member employed in New Jersey public schools or in any institution under the supervision of the New Jersey Department of Education, including charter schools and educational facilities within the Department of Corrections, Juvenile Justice Commission and the Department of Human Services. New Jersey’s Office of Certification and Induction works under the authority of the State Board of Examiners which is the educator licensing agency in New Jersey.
All regulations governing the licensing and certification of educators can be found in the New Jersey Administrative Code (N.J.A.C.) Chapter 6A:9B, which is adopted by the New Jersey State Board of Education. In addition, some rules relating to licensing are covered in statute (i.e., they have been passed as law by the state legislature).
Traditional Route (CEAS)
The Certificate of Eligibility with Advanced Standing (CEAS) is a credential issued to an individual who has completed a teacher preparation program and has met the basic requirements for certification including academic study and applicable test requirements. The CEAS authorizes an individual to seek and accept employment in NJ public schools requiring certification. The CEAS is issued to an individual who does NOT hold a NJ Standard certificate or has NOT completed one year of full-time teaching under a valid out-of-state instructional certificate.
The Traditional Route to teacher certification is based upon the following:
- Completion of a state approved college teacher training program culminating in supervised student teaching.
- Completion of the appropriate PRAXIS test requirement.
- Must have a 2.75 minimum GPA shown on an official college transcript and date of degree conferral.
- Completion of application and money order made payable to the Commissioner of Education in the amount $170.00 for Certificate of Eligibility with Advanced Standing (CEAS).
Alternate Route (CE)
The Certificate of Eligibility (CE) is a credential with lifetime validity issued to an individual who has NOT completed a teacher preparation program, but who has met the basic requirements for certification including academic study and applicable test requirements. The CE authorizes an individual to seek and accept employment in NJ public schools requiring certification.
The Alternate Route to teacher certification is based upon the following requirements:
- A Bachelor's or Master's Degree.
- Must have a 2.75 minimum GPA shown on an official college transcript and date of degree conferral.
- For subject area certification, applicants must have achieved a major in the subject teaching field (e.g., Biology, English, Mathematics). This means at least 30 credits in a coherent sequence of study which includes introductory, intermediate, and advanced levels; 15 credits in subject matter for middle school certification and elementary school teaching candidates require a major in the Liberal Arts or Sciences.
- Completion of PRAXIS test requirement.
- A brief narrative regarding background.
- Completion of application and money order made payable to the Commissioner of Education in the amount of $170.00 for Certificate of Eligibility (CE).

Roselle Public Schools Substitute Pay Rates:
Teacher: $150.00/day
Instructional Aide: $15.00/hour
Secretary: $13.00/hour
Security Guard: $16.00/hour
Custodian: $16.00/hour
Long-Term Substitute Teacher*: $195.00/day
*Must hold appropriate teaching certification in specified content area. Additionally, all specific long-term substitute teaching opportunities will be posted to AppliTrack and applicants will be interviewed and selected by the individual school of need.
PLEASE NOTE: Each year on June 15th, Human Resources will mail out letters to all substitutes requiring confirmation as to whether he/she would like to remain active as a substitute in the district during the following school year. If Human Resources does not receive responses by August 1st, substitutes will be deactivated from our online system.
Health Benefits
Full-time contractual employees and their families are eligible for a standard health insurance package consisting of medical, prescription, dental and vision coverage. Covered employees are obligated to contribute toward the cost of this coverage as defined in NJ Public Law 2011, Chapter 78, and Chapter 44. They may also select alternative coverage packages, or waive benefits as defined in various employment contracts.
Upon an employee's separation from the District at the end of the same month ALL benefits will be terminated.

All contractual employees of the district must be enrolled in one of two state retirement systems – certified staff are members of the Teachers’ Pension and Annuity Fund, and non-certified staff are members of the Public Employees Retirement System. Members of both funds contribute 6.64% of their salaries for these benefits. Under certain circumstances, per-diem substitutes may be enrolled in the Public Employees Retirement System.
